Deputy Director Finance, Estates and Information Systems (SCS1) UK

Do you have experience in Finance and managing a large team?

We are looking for a talented individual who has the energy and drive to lead the Finance, Estates and Information Systems team. This role recognises the importance of thinking strategically about how The Government Internal Audit Agency manages its finances and strengthens income streams, delivering efficiency and considering alternative funding models.  You will need to develop relationships with external partners and stakeholders including HM Treasury, the National Audit Office and the wider Government Finance Profession.

The Role

You will lead the Agency’s 16 strong finance, estate and Information Systems(IS) teams to ensure that we can operate effectively as we deliver high quality audit insights to our customers. The finance team covers financial strategy, finance business partnering and management accounting, financial accounting, performance reporting and commercial activity. The development of our financial model is a key part of this role.

We charge customers for our services and you will need to ensure that we are effectively managing income and expenditure as well as investing in our services and capabilities to enable future growth. We need to look at whether this is the most effective way of managing our work or whether, as we move into planning for the Spending Review, there are alternative models. We also spend a significant amount of money with commercial internal audit firms. You will manage these relationships to ensure that we are getting the best value for money. 

You will lead the estates & security and IS teams. The Agency has a presence across the country. Working with the Government Property Agency and our audit delivery teams we need to bring greater coherence to the estate we occupy whilst ensuring that we are in the right place to support our customers

• Thinking strategically about how GIAA can manage its finances (including through strengthening income streams, delivering efficiency and considering alternative funding models) to ensure that the Agency achieves long term financial sustainability.

• Leading the finance team, providing effective control and joined up analysis that enables the effective management of the Agency at all levels. This includes delivering management accounts and performance reporting to Board and Executive Committee, production of audited financial accounts for GIAA as an Agency and for consolidation into HM Treasury accounts, setting financial policies and ensuring financial propriety.

• Developing relationships with external partners and stakeholders including HMT, the National Audit Office and the wider Government Finance Profession.

• Delivering a funded estate strategy that will allow the Agency to consolidate its footprint whilst remaining alongside key customers. 

• Working with HMT shared services and IT suppliers to ensure that effective services (including bespoke systems supporting the Agency’s audit methodology) are delivered.

• The ability to deliver a broad portfolio of work to time, cost and quality adding strategic insight and identifying cross cutting issues;

• The drive and sound judgement to respond quickly to fast-moving priorities and be committed to the principle of continuous professional development for self and group;

• Highly developed leaderships skills, with proven ability to build and inspire a team, develop capability and create an engaged and motivated workforce.

Person Specification

Whilst we have no preconceptions as to what sectors or industries you will have worked in; the successful candidate will be able to demonstrate evidence of the following essential criteria:

• A professional accountancy qualification (i.e. CCAB or equivalent);

• Significant experience, and a demonstrable track record of success in a Finance or wider Corporate Services role particularly in the use of financial and delivery data to improve performance;

• Strong corporate and team leadership experience gained through experience in a delivery focused organisation including the ability to build financial and commercial capability;

• Successful track record of operating strategically, building relationships and working across an organisation to deliver results and drive effective and efficient performance;

• Experience of developing and implementing a responsive and customer-focused culture to create a climate of continuous improvement where people can develop their own potential.

Desirable criteria:

• Experience of leading, directing and managing a geographically dispersed team.
